  15. <p>     EXECUTION STAYED. Of Robert Alton Harris, 37, sentenced to
  16. die in the gas chamber this week for the murders of two teenage
  17. boys in 1978; in San Francisco. Federal Appeals Court Judge
  18. John Noonan ruled that Harris may not have got competent
  19. psychiatric help during his trial. He would have been the first
  20. person to be put to death in California in 23 years.
